The Stanley County School District, #57-1, Board of Education met in regular session May 8, 2000, 5:30 P.M., in the study hall of the high school building with David Carlisle, Peggy Tibbs, Charlene Foster and Arlene Poncelet present. Steve Brown was absent. Others in attendance were Superintendent Jerry Kleinsasser, Business Manager Kevin Merscheim and Principals Denise Gebur and Tony Glass. The meeting was called to order by Vice President David Carlisle at 5:30 P.M.

Foster moved, seconded by Tibbs, to adopt the agenda as amended. All voted aye.

Superintendent Jerry Kleinsasser proposed purchasing the land adjacent to the Middle School from Bernie Duffy. The Board request that appraisal and land descriptions be reviewed before proceeding with any purchase.

Poncelet moved, seconded by Tibbs, to vote for Dan Viedt for the South Dakota State Retirement Board. All voted aye.

Superintendent Jerry Kleinsasser reported the 1999-2000 school year calendar was not amended because of snow days and must be reported to the State of South Dakota.

Poncelet moved, seconded by Foster, to report the 1999-2000 school calendar did not change and to report the same to the State of South Dakota. All vote aye.

Foster moved, seconded by Tibbs, to approve the Open Enrollment applications as presented. All voted aye.

Principal Denise Gebur reported the elementary school’s calendar of events for the remainder of the school year. Kindergarten screening will be May 9 and 10, Title One Make It Take It program will be May 10, retirement open house May 11 at the senior citizen center, elementary spring concert May 16, rural rally day May 17, rally day in Fort Pierre May 18, and classes will be dismissed at 2:30 P.M. on May 19. Additional special education staff was requested for the 2000-2001 school year in order to better serve special education students.

Principal Tony Glass reported that test results have determined twenty-six of next year’s eighth grade students could enroll in the Algebra 1 class. A proposed junior-high activity policy was presented that states all students out for any activity sponsored by the Stanley County Schools will be given the opportunity to participate. A proposal to allow juniors to have open campus was discussed in detail. The Masonic Workshop is highly recommended by other schools and the Stanley County school staff will attend this workshop this summer. The Pierre Schools have been contacted to offer Stanley County School students summer school classes this year. The high school spring concert will be May 11, scholarship night May 18 and graduation will be at 2 P.M. on May 20. A survey will be conducted with the high school staff for extending the school day to allow more time during the lunch period.

Superintendent Jerry Kleinsasser reported that teacher negotiations have been completed for the 2000-2001 school year. The teacher’s salary base will increase up to $22,500 which includes an increase of $1,500. Teachers will receive bonus payments if they achieve the National Board Certification for Teachers. The first day of school next year as negotiated will be August 28, 2000.

Foster moved, seconded by Poncelet, to approve the South Dakota High School Activities Association resolution for membership for the 2000-2001 school year. All voted aye.

Foster moved, seconded by Poncelet, to vote yes for amendment number one as proposed by the South Dakota High School Activities Association. All voted aye.

Foster moved, seconded by Tibbs, to vote for Rhonda Reinhart for the Board of Control of the South Dakota High School Activities Association. All voted aye.

Business Manager Kevin Merscheim outlined the increases and decreases being proposed in the preliminary 2000-2001 fiscal year budget.

Business Manager Kevin Merscheim detailed the requested equipment, repairs and uniforms to be purchased for the 2000-2001 school year.

Foster moved, seconded by Tibbs, to authorize the Business Manager to order equipment, uniforms and supplies for the 2000-2001 school year. All voted aye.

Poncelet moved, seconded by Foster, to adopt the following resolution:

RESOLUTION #4-2000 – Be it resolved, that the School Board of the Stanley County School District #57-1 transfer the following cash balances from the respective agency funds.

TO: Stanley County Gymnastics Invitational - $212.60; State Wrestling Tournament - $1,500.00 and the General Fund - $3,466.74.

FROM: Class of 1999 - $726.65; Stanley County Wrestling Invitational - $854.98; Regional Wrestling Tournament - $53.72; Regional Gymnastics - $16.53; Big Dakota Wrestling - $127.74; District Boys Basketball - $927.09; Holiday Hoopla - $$1,876.95; District Girls Basketball - $480.26; Girls Regional Basketball - $20.90; Southern Plains Tourney - $94.52.

Business Manager Kevin Merscheim reported the public hearing for the budget will be Thursday, June 29, 2000, at 5:30 P.M.

Poncelet moved, seconded by Tibbs, to approve Associated School Boards of South Dakota Participation Agreements for property, liability and group health insurance for the 2000-2001 school year. All voted aye.

Superintendent Jerry Kleinsasser reported the staff retirement open house will be at the senior citizen center on May 11, 2000, between the hours of 4 P.M. and 6 P.M. with presentations being made at 4:30 P.M. The public is invited to attend.

Board member Arlene Poncelet distributed information about the Technology in Education workshop recently attended.

The Board changed the starting time of the regular June board meeting to 7 P.M. on June 12, 2000.

Foster moved, seconded by Tibbs, to go into Executive Session according to SDCL 1-25-2 for personnel reasons at 6:46 P.M. All voted aye.

Vice President David Carlisle declared the Board out of Executive Session at 7:07 P.M.

Poncelet moved, seconded by Tibbs, to adopt the following resolution:

RESOLUTION #5-2000.

WHEREAS the 1993 Legislature has adopted certain Early Retirement SDCL provisions authorizing early retirement and re-employment for eligible employees 55 years of age and with 30 years of contributed service;

AND WHEREAS Superintendent Kleinsasser is eligible to participate in the Legislatively-approved Early Retirement Program;

AND WHEREAS the authorized procedure is seen to be of benefit to both Superintendent Kleinsasser and the Stanley County School District;

NOW HEREBY BE IT RESOLVED that the Stanley County School Board adopts this resolution authorizing Superintendent Kleinsasser’s early retirement effective June 30, 2000 for the purpose as stated in this resolution and to authorize the re-issuance of a contract to Superintendent Kleinsasser for the period July 1, 2000 through June 30, 2001.

All voted aye.

Foster moved, seconded by Poncelet, to accept the resignation of Superintendent Jerry Kleinsasser pursuant to the passage of the resolution allowing him to participate in the early retirement program, effective June 30, 2000. The resignation is effective June 30, 2001. All voted aye.

Foster moved, seconded by Poncelet, to adjourn at 7:10 P.M. All voted aye.
