School Board Meeting
January 8, 2001

The Stanley County School District, #57-1, Board of Education met in regular session January 8, 2001, 5:30 P.M., in the study hall of the high school building with Charlene Foster, Gary Johnson, Mary Beth Fravel, Steve Brown and John Bucholz present. Others in attendance were Superintendent Jerry Kleinsasser, Business Manager Kevin Merscheim and Principals Tony Glass and Denise Gebur.  Visitors were Sara Hagen-Eberhard, Craig Rutschke, John Moisan, Tony Mangan, Shirley Swanson and Bob Parsons.  

 

The meeting was called to order by President Charlene Foster at 5:30 P.M.

 

President Charlene Foster led the pledge of allegiance.

 

Brown moved, seconded by Johnson, to adopt the agenda.  All voted aye.

 

Brown moved, seconded by Johnson, to approve the Consent Calendar as amended.  All voted aye.

Bob Parsons, supporting the D M & E railroad bypass, discussed with the Board the traffic, noise level and danger to students if the railroad bypass is not constructed around the Pierre and Fort Pierre area.  It was requested of the Board to authorize the use of students to circulate petitions in support of the bypass.  The Board authorized either Bob Parsons or his representative to visit with students and to use student volunteers to acquire signatures on the petitions and to allow the petitions to be placed in the lobby of the Parkview building during activities.

 

John Moisan, representing the Stanley County Parents Organization, reported the organization is sponsoring an informal meeting called “Alcohol, Drugs, n’ Kids” for parents and students.  The program will include the attorney general, local law enforcement personnel, counselors and Nicole Burger from the Turning Point.  The meeting will be January 16 at 7 P.M. in the Parkview Gymnasium.  The Board requested a continuation of drug and alcohol programs in the future.

 

Principal Denise Gebur reported the elementary school’s calendar of events for the next thirty days.  The second quarter will end on January 10, report cards will be sent home on January 16, the technology committee will meet on January 18, a special education compliance review will be conducted on January 23 through 25, early childhood screening will be February 6, early dismissal will be February 7 for staff development, the rural sing along has been rescheduled for February 12 at the Hayes school and the DARE graduation will be February 8 in the Parkview gym.  The increased enrollment at the Cheyenne school was discussed and a teacher assistant was requested for the continuation of the school year.  The Board authorized the position.  The results of the writing assessment test were discussed.

 

Principal Tony Glass reported the results of the ninth grade-writing test conducted recently.  A survey of state schools was conducted to compare the drug and alcohol policies.  The strengthening of the drug and alcohol policy was discussed.  The Stanley County High School will host Joel Schwader, the Common Man’s Poet, for grades 6 – 12.  The first semester will end on January 10.  The new junior class open campus has not been a problem and it was recommended to continue.

 

Brown moved, seconded by Bucholz, to continue the junior class open campus for the continuation of the school year.  All voted aye.

 

Johnson moved, seconded by Bucholz, to approve the public school exemption as presented.  All voted aye.

 

Brown moved, seconded by Bucholz, to approve the open enrollment application as presented.  All voted aye.

 

Brown moved, seconded by Fravel, to adopt the following resolution:

 

RESOLUTION 4-01 – Be it resolved, the school board of the Stanley County School District #57-1, in accordance with SDCL 13-7-10, hereby approves the next school board election date as June 19, 2001.  Voter registration, absentee voting, and procedures used in counting the ballots shall be in accordance with Title 12 except as specifically provided in SDCL 13-7.  The Stanley County School Board in accordance with SDCL 13-7-11, hereby approves the following voting precincts and polling places for the 2001 school board election:

 

Precinct #1 – Orton School

Precinct #3 – Kirley Hall

Precinct #12 & 14 – Hayes School

Precinct #2, 4, 5, 6 & 9 – Stanley County High School

 

All voted aye.

 

The Board selected Gary Johnson as the Associated School Boards of South Dakota Legislative Delegate for the 2001 legislative session.

 

The annual Associated School Boards of South Dakota Legislative Days will be January 15 and 16 with the noon luncheon being on January 16 at the Ramkota Inn in Pierre.

 

Principal Tony Glass reported that Stanley County Schools would host the regional one-act play competition on January 24 at the Riggs Theater in Pierre.

 

Johnson moved, seconded by Bucholz, to go into Executive Session according to SDCL 1-25-2 at 7:15 P.M. for personnel reasons.  All voted aye.

 

President Charlene Foster declared the Board out of Executive Session at 9:18 P.M.
