The Stanley County School District, #57-1, Board of Education
met in regular session August 11, 2003, 5:30 P.M., in the
computer lab of the elementary building with Gary Johnson, John
Bucholz, Mitch Norman, John Moisan and Mary Beth Fravel present.
Others in attendance were Superintendent Larry Jaske, Business
Manager Kevin Merscheim and Principals Merry Bleeker and Kevin
Mutchelknaus. Visitors were Mary Askren, Craig Rutschke,
Jennifer Milliken, Bill Ellwanger, David Tate, Guy Hunter,
Arlette Hall, Paula Lind and Vickie Reinhard.
President Gary Johnson called the meeting to order at 5:30 P.M.

Norman moved, seconded by Bucholz, to adopt the agenda as

Superintendent Larry Jaske presented the first reading of the
proposed student drug, alcohol and tobacco use policy.
Suggested changes to the policy were reviewed and discussed.
The revised proposal will be available at the Stanley County
School Open House on August 21 for any public comments. The
Board will again review the policy at the September Board
meeting.
Bill Ellwanger representing the Stanley County Coaches
Association presented complimentary key chains to the Board in
appreciation of the support the association has received. The
Board and Administration expressed their appreciation to the
organization for projects completed for the school.
Fravel moved, seconded by Norman, to approve the public school
exemption for the 2003-2004 school year as presented. All voted
aye.

Principal Merry Bleeker reported the staff will start the school
year with the annual in-service on August 21, which will include
training for the Six Plus One Writing Program. Stanley County
School will sponsor the Artists in Residence Program with the
South Dakota Childrens Theater Company on September 22 through
26. Carolyn Riter, Lori Gloe, Brita Griese, Jenifer Palmer,
Diane Stofferahn and Glennys Case have received training for the
South Dakota READS Program this summer.
Principal Kevin Mutchelknaus reported Karen Duenwald will be the
middle school language arts teacher, Jamie Schultz will be the
study hall monitor, Kim Doherty will be the learning center
teacher and Gail Dunwoody will continue as a long-term
substitute for Brian Doherty who is on military leave. August
18, 19 and 20 will be new student registration; August 21 will
begin with the staff in-service and the school open house that
night. Athletic events will start with volleyball September 4,
football on September 5 and the homecoming football game on
September 19. School pictures will be September 9, and the
first school conferences will be September 29 and 30.
Superintendent Larry Jaske reported that because of budget
constraints, the cost of supporting the Drivers Education
program should be reviewed. It was proposed either to charge a
portion of the costs to the students involved or to discontinue
the program. The Board discussed the proposal in detail.
Moisan moved, seconded by Fravel, to discontinue the Drivers
Education Program. All voted aye.
Business Manager Kevin Merscheim detailed the proposed 2003-2004
fiscal year budget. A detailed listing was presented showing
the increases and decreases in the budget. Graphs were also
presented for revenues, expenditures and budgets estimates.
Bucholz moved, seconded by Fravel, to adopt the following
resolution:
RESOLUTION #1-2004 Let it be resolved, that the School Board
of the Stanley County School District #57-1, after duly
considering the budget and its changes thereto, to be published
in accordance with SDCL 13-11-2, hereby approves and adopts its
proposed budget and changes thereto, to be its Annual Budget for
the fiscal year July 1, 2003, through June 30, 2004. The
adopted annual budget is as follows:

Superintendent Larry Jaske reported the Stanley County School
District will again participate in the Emergency School Bus
Mutual Assistance Pact for the 2003-2004 school year. The
student average day membership totals were studied for the years
of 1998 to 2003. The progress of repair projects was reported
to the Board. A list of the extra-curricular assignments for
the 2003-2004 school year was presented. The ASBSD Joint
Convention will be in Sioux Falls on August 13, 14 and 15. The
SDHSAA Sportsmanship Conference will be August 20. Krystal
Whitley, Guy Hunter, Debra Snyder, Kevin Mutchelknaus Diane Deis
and Larry Jaske will attend. The Pierre Area Chamber of
Commerce and the Pierre School District annual Educators
Luncheon will be at the Pierre Indian Learning Center on August
20. It was decided to invite real estate agents in the area to
the school open house on August 21. School will start on Monday,
August 25, 2003. Governor Rounds, Teacher Leadership
Conference will be held on September 3 and 4, Jennifer
Milliken, Lois Russell and Cheryl Sorenson will attend. Tom
Rogers was awarded the South Dakota Vocational Tech Ed Middle
School Directors Award from the Department of Education and
Cultural Affairs. The Board discussed options to cleanup and
improve the city land between the Parkview Building and Bad
River were discussed.
