School Board Meeting
June 25, 2001

The Stanley County School District, #57-1, Board of Education met in special session June 25, 2001, 5:30 P.M., in the elementary computer lab of the elementary school building with Charlene Foster, Steve Brown, Mary Beth Fravel, John Bucholz and Gary Johnson present. Others in attendance were Superintendent Jerry Kleinsasser and Business Manager Kevin Merscheim.  Visitors included Sara Hagen, David Carlisle, Larry Jaske and Mitch Norman.  

 

The meeting was called to order by President Charlene Foster at 5:30 P.M.

 

President Charlene Foster led the pledge of allegiance.

 

Fravel moved, seconded by Bucholz, to adopt the agenda as amended.  All voted aye.

 

Bucholz moved, seconded by Fravel, to approve the regular bills.  All voted aye.

Johnson moved, seconded by Bucholz, to approve the contract with Carol Olson for the athletic director’s position in the amount of $9,468.00.  All voted aye. 

 

President Charlene Foster declared the Board in recess at 5:35 P.M. for the purpose of a public hearing on the proposed 2001-2002 fiscal year budget.

 

Business Manager Kevin Merscheim detailed the published 2001-2002 fiscal year budget.  A detailed listing was presented showing the increases and decreases in the budget.  Graphs were also presented for revenues, expenditures, budget, cash flow, fund balance and average teacher salaries.  The proposed addition of a technology integration teacher and an in-school suspension positions were discussed but were tabled until a later date.

 

President Charlene Foster declared the Board back in session at 6:06 P.M.

 

The Board deferred action on the proposal to include a book on creation in the library until a later date.

 

Business Manager Kevin Merscheim presented the amendments to the school board policy handbook for the 2001-2002 school year.  The proposals included increasing food prices, amend the general fixed assets policy, adopt a policy for the use of credits cards, adopt a policy to use the high school gymnasium for post-graduation parties, amend the Use of Alcohol and Other Drugs By Employees policy, increase the substitute teachers pay to seventy ($70.00) dollars per day and adopt a policy to not obligate impact aid funds before they are received in the trust and agency account.  The elementary handbooks changes as proposed by Principal Denise Gebur and the transfers from non-accredited schools by students as proposed by Principal Tony Glass were also discussed.

 

Fravel moved, seconded by Bucholz, to approve the increase in food prices, change the general fixed assets policy, adopt the credit card policy, adopt the use of the high school gymnasium for graduation parties, amend the Alcohol and Other Drugs By Employee policy, increase the substitute teachers salaries to seventy dollars ($70.00), adopt the impact aid policy and adopt the proposed elementary handbook changes.

 

All voted aye.

 

Business Manager Kevin Merscheim proposed transferring funds from the general fund to the food service fund to cover losses over the last two years.

 

Johnson moved, seconded by Brown, to adopt the following resolution:

 

RESOLUTION #3-01 – Be it resolved, that the School Board of the Stanley County School District #57-1, in accordance to SDCL 13-11-3.2 and after duly considering the proposed supplemental budget, hereby approves and adopts the following supplemental budget in total and to authorize the Business Manager of the Stanley County School District #57-1 to transfer the following amount from the General Fund (Transfers Out) - $55,000.00 to the Food Service Fund (Transfer In) - $55,000.00.

     8100 – Transfers Out                  $55,000.00

 

Means of Finance:

     704 Unobligated Fund Balance  $55,000.00

     2569 – Food Service                   $55,000.00

The Board canvassed the results of the 2001 School Board Election, which was held in conjunction with the Stanley County General Election on June 19, 2001.  The results of the election are as follows:

 

     Denise White   -   99 votes

     Mitch Norman - 154 votes

 

Bucholz moved, seconded by Brown, to approve the classified negotiations agreement for the 2001-2002 school year.  All voted aye.

 

The Board authorized Business Manager Kevin Merscheim to publish salaries for the 2001-2002 school year.
