The Stanley County School District, #57-1, Board of Education met in regular session January 12, 2010, 5:30 P.M., in the Middle/High School Learning Center with Sonny Harrowa, Darby Nutter, Tina Titze, Mork Norman and John Duffy present. Others in attendance were Superintendent Don Hotalling, Business Manager Jessi Fromm and Principals Timothy Hollar and Mary Bleeker. Visitors were David Montgomery, Arlene Krueger, Craig Rutschke, Shirley Swanson, Scott VanDenHemel, Jennifer Milliken, Cheryl Sorenson, Mike Falconer, Seth Lopour, Audrey Nelson, and Linda Brown.

The Board thanked all the students who prepared posters and cards for the Board members in recognition of National School Board Members week.
Scott VanDenHemel reported activities: Jones County Tournament starts on January 14, 2010. The wrestling team will go to Philip on January 16, 2010. Southern Plains Tourney starts January 21 here at home. Region One-Act Play is in Pierre at Riggs Theatre on January 28, 2010. On January 9, 2010, the Gymnastic team placed second. Six of the schools fall activity teams have been honored as All Academic teams. Parents night will be held on January 30, 2010, and the Booster Club will have its Chili Fundraiser that night also.

Jessi Fromm reported the Stanley County Commission has offered to sell its property east of the MS/HS building to the Stanley County School District for $1.00. The Stanley County School District shall be responsible for the transfer and recording fees.
Nutter moved, seconded by Norman to purchase the land East Six Feet (E6) of Lot 16, All of Lot 17, and West Six Feet (W6) of Lot 18, Block 16, City of Fort Pierre, County of Stanley, State of South Dakota for One and NO/100 Dollar ($1.00), and the Stanley County School District, #57-1, shall pay the transfer and recording fees.

Jennifer Milliken reported the One-Act Play Regional will be held on January 28, 2010 at Riggs Theatre in Pierre. On January 25 and 26, 2010, Stanley County School and Pierre One-Act Plays will be performed for the public at Riggs Theatre. Titze moved, seconded by Norman, to adopt the following resolution:
RESOLUTION #3-2010 Be it resolved, the School Board of the Stanley County School District #57-1, in accordance with SDCL 13-7-10, hereby approves the next school board election date as June 8, 2010. Voter registration, absentee voting, and procedures used in counting ballots shall be in accordance with Title 12, except as specifically provided in SDCL 13-7. The Stanley County School Board, in accordance with SDCL 13-7-11, hereby approves the following voting precincts and polling places for the 2010 school board election:
Precinct #1 Triple U Plant Office Precinct #2 Kirley Hall Precinct #14 Hayes Hall Precincts #2, 4, 5, 6 & 9 Community & Youth Involved Center All voted aye.
Nutter moved, seconded by Norman, to go into Executive Session according to SDCL 1-25-2 for personnel reasons at 5:52 P.M. All voted aye.
President Sonny Harrowa declared the Board out of Executive Session at 6:09 P.M.
Duffy moved, seconded by Norman to approve 922, 923, and 924 for open enrollment, to rescind 838, and 850 open enrollments, and to deny 925 open enrollment. All voted aye.
Norman moved, seconded by Titze to approve students 1 and 2 open enrollments for SDHSAA activities. All voted aye.
Norman moved, seconded by Duffy to approve Raylene Olson teaching contract for the remainder of the 2009-2010 school year at $14,361.68. All voted aye.
Principal Timothy Hollar reported the MS/HS staff had a very productive in-services on January 8, 2010. Ms. Simons gave a presentation on Special Education giving the teachers different ideas on how to handle different situations with different needs. Mr. Hollar reported the HS/MS staff has been working on next school years calendars.
Principal Merry Bleeker reported the elementary staff had in-services January 8, 2010. Mrs. Glodt discussed the SAT process, and the elementary staff worked on RTI during the in-service. The semester ended January 7,2010, and report cards will be sent out on January 13, 2010. Dr. Bleeker reported there have been five students enrolled the past couple of weeks, and three students moved out of District, so there is a gain of two students.
Superintendent Don Hotalling thanked the Board for their
dedication to the improvement of education for the Fort Pierre
and Stanley County Community.
Dr. Hotalling gave an overview on the San Diego Winter Impact
Aid Conference. The primary goal of the conference was to
propose new language in the 8002 regulations to legislators and
the Department of Education. The new language change pertains to
the remaining amounts of the funds available for the
distribution after the 90% hold-harmless. Stanley County has
received 2009 and 2010 initial payments and still awaits final
payments for some past years. Stanley County School was the
first district to file its 8002 application for 2011 using a new
procedure and following a series of complicated new regulations.
Cathy Schaugh, Director of the 8002 and 8003 Impact Aid of the
US Department of Education, announced at the conference the
Federal Department of Education has been using our application
as an example for the other districts in the webinars. Dr. Hotalling reported the lights in the cafeteria and old high school gym have been replaced. 12, 3-lamp, 104 watt fluorescent fixtures replaced 15, 300 watt incandescent fixtures in the cafeteria (73% savings). 6. 6-lamp, 222 watt fixtures replace 6, 480 watt metal halide fixtures in the old high school gym. (46% saving) and better lighting.
