School Board Meeting
March 14, 2005

The Stanley County School District, #57-1, Board of Education met in regular session March 14, 2005, 5:30 P.M., in the High School Learning Center with John Bucholz, Darby Nutter, Mork Norman and Bridget Miller present. Gary Johnson was absent.  Others in attendance were Superintendent Larry Jaske, Business Manager Kevin Merscheim and Principals Brian Doherty and Merry Bleeker.  Visitors were Rebecca Cruse, Arlene Krueger, Kim Doherty, Shirley Swanson, Craig Rutschke, Kathy Riedy, Deb Harrison, Laura Snow, Jason Cornelison, Cole O’Conner, Brenda Ruby, Travis Ruby and Daniel Mach.

 

Vice President John Bucholz called the meeting to order at 5:30 P.M.

 

Travis Ruby, Jason Cornelison and Cole O’Conner of the Middle/High School Band played the national anthem.

Carolyn Riter’s twenty-two years of service to the Stanley County School District as an expert teacher was noted. 

 

The Pierre/Fort Pierre Healthy Communities/Healthy Youth Committee reported the survey results for T.F Riggs High, Georgia Morse Middle School, Stanley County High and Stanley County Middle Schools.  The test involved students in grades six, seven, nine and eleven.  Various indicators, deficits and high-risk behavior patterns were reported and discussed by the Board and the Committee.  The Board commended the students of Pierre and Fort Pierre for being involved with this organization. The test results will be available during the March parent-teacher conferences.

 

Miller moved, seconded by Norman, to approve the 2005-2006 school year calendar as presented by Superintendent Larry Jaske.  All voted aye.

 

The North Central Association Certification coordinator Kim Doherty reported samples of the NCA report completed for the Pierre, Huron and Yankton schools will be distributed to the committee members of the Stanley County School District for review.

 

Kim Doherty reported that Travis Ruby competed in the State Math Counts competition and received a first place trophy.  Travis is eligible to compete at the National Math Counts competition in Detroit, Michigan.

 

Superintendent Larry Jaske reported the staff in-service on April 8 will be “We Are All Relatives.”  The certified and classified staff will be attending this meeting and members of the Board are invited to attend.

 

Principal Merry Bleeker reported parent teacher conferences will be March 21 and 22.  The Dakota Step test will be administered to students in grades three through eight and grade eleven on March 30, 31, and April 5 through 7.  The Rotary Club will be doing the Child Identification and Safety Program for students in grades kindergarten through five.  Kindergarten Roundup will be April 26 and 28.

 

Laura Snow reported that March is “Music in the Schools” month.  The schedule of band events for the month are; band festival at Georgia Morse on March 1; All State Band on March 4 and 5; local instrumentalist contest March 9; March 10 is kindergarten through grade five World’s Largest Concert; high school band regional competition will be March 15; and the students will be leave on their Florida band trip on the evening of March 15.  The Jazz Festival is April 11, and the Stanley County Band will play at the grand opening of the new Walmart building in Pierre on April 18.

 

Kim Doherty representing the High School Curriculum Committee presented the recommended math curriculum textbook listing and has asked textbook representatives to quote prices for these purchases.  The new math series will meet the South Dakota Content Standards for the math curriculum.

 

Principal Brian Doherty reported that information is being reviewed for the project based learning system, which will be a hands-on approach for students learning in all subjects.  This will get students move involved and will improve the level of learning.

 

Nutter moved, seconded by Miller, to approve the open enrollment application for student #5700119980741 for the 2005-2006 school year.  All voted aye.

 

Superintendent Larry Jaske presented information for a proposal to change the rural school calendar next year to a four-day school week.  Surveys were sent to parents of rural school students for their opinions of the proposal.  Ten families returned the surveys, and the majority was in favor of the change.  The Administration recommended the proposal be tabled until April to gather further educational information from other schools in South Dakota. 

 

Miller moved, seconded by Nutter, to adopt the following resolution:

 

RESOLUTION #5-2005 – BE IT RESOLVED, That the School Board of the Stanley County School District #57-1, in accordance with SDCL 13-11-3.2 and after duly considering the proposed supplemental budget, hereby approves and adopts the following supplemental budget in total;

Superintendent Larry Jaske reported the annual Associated School Boards of South Dakota Area Legislative meeting will be March 22 at Riggs High School.

 

Superintendent Larry Jaske detailed the legislative changes during this year’s South Dakota Legislative Session.  The Administration and the Board discussed the state aid funding for the 2005-2006 school year and the legislative summer study of the state aid formula and it’s funding.

 

Superintendent Larry Jaske reported the Board of Equalization meetings will be the week of March 21, and Bridget Miller will be the school board representative.  A quote from Jostens has been approved for the purchase of less school yearbooks and a DVD of the school year’s activities will be included.  Shirley Swanson’s sixth-grade class is preparing information about South Dakota Vietnam Veterans that will be completed before September, 2006.  Teacher interviews will begin on March 18 and 19 for teacher positions.  The policy for cheerleader selection was distributed to all Board members.

 

Nutter moved, seconded by Norman, to go into Executive Session according to SDCL 1-25-2 for personnel reasons at 7:16 P.M.  All voted aye.

 

Vice-President John Bucholz declared the Board out of Executive Session at 8:55 P.M.

 

Miller moved, seconded by Norman, to approve the reemployment recommendations of Principal Merry Bleeker for the 2005-2006 school year.  All voted.
