School Board Meeting
January 10, 2005

The Stanley County School District, #57-1, Board of Education met in regular session January 10, 2005, 5:30 P.M., in the High School Learning Center with Gary Johnson, Bridget Miller, Darby Nutter, John Bucholz and Mork Norman present. Others in attendance were Superintendent Larry Jaske, Business Manager Kevin Merscheim and Principals Brian Doherty and Merry Bleeker. Visitors were Mary Askren, Arlene Krueger, Kim Doherty, Bill Ellwanger, Laura Snow, Kathy Riedy, Mike Falconer, Mike Cornelison and Ashley Olson.

President Gary Johnson called the meeting to order at 5:30 P.M.

Bucholz moved, seconded by Miller, to adopt the agenda as amended. All voted aye.

Bucholz moved, seconded by Norman, to approve the Consent Calendar as amended. All voted aye.

   F. Approve Letter of Intent
            Kathryn Stewart – Cook - $8.00 per hour

High School Guidance Counselor, Mike Falconer, presented the results of the writing assessment test given to students in grades five and nine. The results were compared to the analytic test scores of the previous school year.

The North Central Association Certification coordinator Kim Doherty reported the teaching staff members are mapping the curriculum and content standards for each class and should be completed in March. This information will be entered into a software program and will allow the staff to set goals for the next school year.

Superintendent Larry Jaske presented the Resolution to Stabilize K-12 Educational Opportunities as prepared by the Associated School Boards of South Dakota and the School Administrators of South Dakota. This will be used during the South Dakota 2005 legislative session.

Miller moved, seconded by Bucholz, to adopt the Resolution to Stablize
K-12 Educational Opportunities for educational funding in South Dakota as presented. All voted aye.

Superintendent Larry Jaske announced the time of the 2005 Stanley County High School Graduation at 12 noon (CDT) on May 22, 2005.

Superintendent Larry Jaske requested a Board Policy Committee meeting for February 10 at 7:30 A.M. The Board appointed John Bucholz and Mork Norman to this committee. All board policies will be reviewed and proposed changes will be presented to the Board for final approval.

Principal Merry Bleeker reported the Kids On The Block puppeteers presented a program about disabilities to students in kindergarten through fifth grades on January 10. The end of the semester is January 12, and report cards will be released on January 18. Surveys about student involvement in the We Are All Relatives grant will be sent to parents of students in grades three through five. The National Assessment of Progress test for students in grades four and eight will be in February. The test includes reading, math and science subject areas. This National Report Card test compares the scores of each state. Letters will be sent to parents before the test is administered to the students.

Principal Brian Doherty reported the National Assessment of Progress test will be presented to students in the eighth grade on February 15. Eight students in grades six through eight will be involved in the Math Counts competition in Pierre on February 5. The South Dakota Board of Regents will be awarding the South Dakota Opportunity Scholarships this year and will be eliminating the annual awarding of the Regents Scholar Diploma. The end of the first semester is January 12 and report cards will be sent to parents the following week.

Bill Ellwanger, representing the Coaches Association, reported the progress of the committee to construct a weight room on the Parkview balcony.

Laura Snow reported that Travis Ruby will represent the Stanley County Middle School after being selected to attend the Middle School Honors Band event in Pierre this spring. The end of the first semester in January 12 and report cards will be sent to parents the following week.

Bucholz moved, seconded by Nutter, to adopt the following resolution:

RESOLUTION #5-05 – Be it resolved, the School Board of the Stanley County School District #57-1, in accordance with SDCL 13-7-10, hereby approves the next school board election as June 21, 2005. Voter registration, absentee voting and procedures used in counting ballots shall be in accordance with Title 12 except as specifically provided in SDCL 13-7. The Stanley County School Board in accordance with SDCL 13-7-11, hereby approves the following voting precincts and polling places for the 2005 school board election:

     Precinct #1 – Orton School
     Precinct #3 – Kirley Hall
     Precinct #12 & #14 – Hayes School
     Precinct #2, 4, 5, 6 & 9 – Stanley County High School

All voted aye.

Bucholz moved, seconded by Nutter, to declare old photography equipment as surplus property in accordance with SDCL 6-13. All voted aye.

Superintendent Larry Jaske proposed a graduation requirement change in the area of Algebra 1 for eighth grade students that will encourage students to take higher-level math courses. The proposed class schedules for the high school were presented to the Board with further discussion at a later date.

The application for Impact Aid has been submitted with a decrease in federal land valuations of thirty-three million dollars this year. The decrease will not effect the payments currently received by the Stanley County School District.

The Board appointed Gary Johnson as the legislative representative for the Stanley County School District during the 2005 legislative session.

Bucholz moved, seconded by Miller, to go into Executive Session according to SDCL 1-25-2 for personnel reasons at 7:05 P.M. All voted aye.

President Gary Johnson declared the Board out of Executive Session at 8:35 P.M.

Miller moved, seconded by Bucholz, to approve the payment of tuition to the Pierre School District for two students attending classes not provided by the Stanley County School District. All voted aye.

Bucholz moved, seconded by Nutter, to offer a one-year contract to Superintendent Larry Jaske for the 2006 school year and a two-year contract to Principals Brian Doherty, Merry Bleeker and Business Manager Kevin Merscheim for the 2006 and 2007 school years. All voted aye.

Bucholz moved, seconded by Norman, to adjourn at 8:36 P.M. All voted aye.
