The Stanley County School District, #57-1, Board
of Education met in regular session October 11, 2004, 5:30 P.M.,
at the Cheyenne School building with Gary Johnson, Darby Nutter,
John Bucholz, Mork Norman and Bridget Miller present. Others in
attendance were Superintendent Larry Jaske, Business Manager Kevin
Merscheim and Principals Merry Bleeker and Brian Doherty. Visitors
were Mary Askren, Craig Rutschke, Connie Johnson, Randy Seiler,
Mitch Norman, Deb Mortenson and Carrie Norman.
President Gary Johnson called the meeting to order
at 5:30 P.M.

Superintendent Larry Jaske reported the South
Dakota Department of Education has been working on a proposal to
examine current graduation requirements. In response to the
Legislature passing House Bill 1001, the State Board of Education
and Governor Rounds desire to study the current requirements,
and the Department of Education, Finishing Strong initiative, the
recommended changes to graduation requirements have evolved. The
State Board of Education has indicated their intent would be to
implement the revised graduation requirements beginning in the
fall of 2005.
Superintendent Larry Jaske presented a complaint
of students engaging in a pattern and practice of bullying,
intimidation and the promotion of racism against minority students
of the Stanley County High School. Superintendent Larry Jaske
proposed the formation of a committee of parents, students,
teachers, administrators, and Board members to address the
long-term issues regarding racism. Randy Seiler discussed the
complaint with the Board and Administration. Mr. Seiler proposed
the formation of a committee that would report to the Board,
review all school policies, enforce zero tolerance for bullying
and racism and requested a hearing of the complainants with the
Board. The Board invited Randy Seiler to further discuss the
situation in Executive Session.
Superintendent Larry Jaske reported the general
election ballot issues to be voted upon in November. Initiated
Measure One would repeal sales tax on food without any replacement
funds identified which would effect the revenues for the State of
South Dakota and the amount of state aid to education for schools.
Amendment B will require that transportation and food services be
provided on an equal basis to all children of school age,
including those in private schools and those receiving alternative
or home instruction.
Principal Merry Bleeker reported that ninety-eight
(98) percent of the parents in the elementary grades attended
parent-teacher conferences. Taylor Olson attended the Summer
Reading Achievement ceremony at the capitol building in Pierre in
September where students were recognized for reading books over
the summer months. Deb Snyder, Steve Leber, Karen Somsen attended
the Dealing With Youth workshop sponsored by the Masons
organization. Bob Warren will be presenting professional
development to the staff on October 13 in conjunction with the
Hewlett-Packard grant received this year.
Principal Brian Doherty reported the North Central
Association committee met on October 7 to revamp the surveys for
students and teachers. More than two hundred (200) student
requests have been approved for the parent portals, which give
access to parents of a students attendance, behavior and
grades. The quarterly discipline report will be presented at the
November regular meeting. The Turner Foundation grant application
has been submitted and will await the final awards in January.
Business Manager Kevin Merscheim reported the
notice of the Ole Williamson scholarships will be published in the
Capitol Journal and is currently posted on the Stanley County
School web page. The Board was informed of the shortfall of
interest earned for the scholarship this year and options were
presented. The Board agreed to leave the amounts of the
scholarships as previously approved but will review the amount of
interest generated next year, and if necessary, the Ole Williamson
Committee will be requested to make recommendations for any
changes to the scholarships.
The Associated School Boards of South Dakota will
present the annual negotiations workshop on November 3 in Pierre.
Superintendent Larry Jaske reported Senator Tom
Daschle in the September 20, 2004, United States Congressional
Record praised Shirley Swanson and her students for involvement in
the South Dakota Fallen Sons/Daughter of the Korean War project
which was part of the Korean War Memorial dedication. This book
will be placed in the school library.
During a recent trip to Washington, DC, the
reauthorization of Impact Aid funds was negotiated. The Board
commended Superintendent Larry Jaske for his work with the Impact
Aid funds that helps financially support the Stanley County School
District.
Board member John Bucholz who attended the annual
Associated School Boards of South Dakota School Law Seminar
reported the Stanley County School District is in compliance with
school laws and policies as recommended by the presenters.
Bucholz moved, seconded by Norman, to go into
Executive Session according to SDCL 1-25-02 for student and
personnel reasons at 7:24 P.M. All voted aye.
President Gary Johnson declared the Board out of
Executive Session at 8:50 P.M.
Miller moved, seconded by Bucholz, that the Board
is supporting proactive ways to develop programs and practices,
which promote tolerance, diversity and understanding in the
Stanley County School District. All voted aye.
