School Board Meeting
March 8, 2004

The Stanley County School District, #57-1, Board of Education met in regular session March 8, 2004, 5:30 P.M., in the Learning Center of the Middle/High School building with Gary Johnson, John Bucholz, Bridget Miller and Mitch Norman present. John Moisan was absent.  Others in attendance were Superintendent Larry Jaske, Business Manager Kevin Merscheim and Principals Kevin Mutchelknaus and Merry Bleeker.  Visitors were Mary Askren, Arlene Krueger, Shirley Swanson, Michael Cornelison and Terri Cornelison, Craig and Tanya Heller, Douglas Fischer and Zonta Club representatives. 

President Gary Johnson called the meeting to order at 5:30 P.M. 

President Gary Johnson led the pledge of allegiance. 

Bucholz moved, seconded by Norman, to adopt the agenda as amended.  All voted aye. 

Business Manager Kevin Merscheim administered the Oath of Office to Board member Michael Cornelison. 

Norman moved, seconded by Miller, to accept the resignation of Guy Hunter as the Math Counts Advisor.  All voted aye. 

Norman moved, seconded by Bucholz, to approve the Consent Calendar as amended.  All voted aye.

President Gary Johnson presented a plaque from the Board and Administration recognizing Larry Ludemann for fourteen years of service as an employee of the Stanley County School District.  Larry Ludemann was not in attendance at the meeting. 

Superintendent Larry Jaske presented the application for membership in the North Central Association Commission on Accreditation and School Improvement.  The membership will provide training and guidance for the staff to meet the requirements of the No Child Left Behind Act.  The initial fee is $350.00. 

Bucholz moved, seconded by Norman, to pursue the membership in the North Central Accreditation as presented by the administration.  All voted aye. 

Bucholz moved, seconded by Miller, to vote for Darrin Paulson as the Division Two representative to the South Dakota High School Activities Association Board Of Control.  All voted aye. 

The Board appointed Mitch Norman and Bridget Miller to the Stanley County Board of Equalization.  All voted aye. 

Bucholz moved, seconded by Norman, to approve the open enrollment requests #57001199807308, 57001199807309 and 57001199807310.  All voted aye. 

Principal Kevin Mutchelknaus reported that a Kid Helping Kids grant is available from the Turner Foundation for summer day camps for Pierre and Stanley County students. More information is available at the High School Principal's Office.  The Prime For Life program sponsored by Capital Area Counseling will be presented during the last quarter of this school year for sixth and seven grade students.  The program is a drug and alcohol awareness program.  Parent orientation for the program will be Thursday, March 11.  Parent Teacher Conferences will be March 22 and 23 from 4 P.M. to 7:30 P.M.  The school carnival has been rescheduled to April 23 to not conflict with the state boys basketball tournaments.  The Prom will be April 3 in the Parkview Auditorium.  Information about the State student scholarship program, recently approved by the Legislature and the Governor, was presented and Stanley County students will be advised of the requirements to receive the scholarships. 

Principal Merry Bleeker reported the Drive For Kids program, which was scheduled for the school carnival, will be rescheduled for April 23 if possible.  The Title 1 program will receive a federal review on March 25.  The special education program will be fully evaluated this year. A special education steering committee will be formed and will meet during this process.  Michael Cornelison will represent the Board on this committee. 

Representatives of the Zonta Club of Pierre and Fort Pierre presented Bridget Miller with a yellow rose in conjunction with International Women’s Day on March 8 and as a symbol of the Zonta International Organization of executives in business and the professions working together to advance the status of women. 

Superintendent Larry Jaske presented a request to use the Family Leave Act for the continuation of the 2003-2004 school year. 

Superintendent Larry Jaske advised the Board of the annual Associated School Boards Of South Dakota legislative meeting will be held in Pierre at the ASBSD conference room on March 22 at 6 P.M.  A legislative update sheet was presented to the Board for information. 

Superintendent Larry Jaske reported that Tyler Coverdale has qualified to represent the Stanley County School District at the state level of the National Geographic Bee on Friday, April 2, in Sioux Falls.  Thank you notes have been received from parents regarding the Ole Williamson Memorial Scholarships and from the Oahe Hockey Squirts.  Principal Merry Bleeker has been approved to serve as a member of the Si Tanka University on-site review team for April 4 through 7, 2004.  The Stanley County Schools has received forty-eight (48) hard cover books from Eugene Taylor representing Capstone Press of Mankato, Minnesota.  A letter of appreciation was sent, and the books have been cataloged. Information has been received to apply for a Homeland Security grant for the Stanley County Schools.  The grant will contain five proposals that will be considered through this grant.  Clarification of the State Wrestling Tournament costs and concerns were discussed.   

Cornelison moved, seconded by Bucholz, to go into Executive Session according to SDCL 1-25-2 for personnel reasons at 6:46 P.M.  All voted aye. 

President Gary Johnson declared the Board out of Executive Session at 7:28 P.M. 

Bucholz moved, seconded by Miller, to approve the reemployment recommendations of Principal Kevin Mutchelknaus for the 2004-2005 school year.  All voted aye.
