The Stanley County School District, #57-1, Board
of Education met in regular session April 12, 2004, 5:30 P.M., in
the Learning Center of the Middle/High School building with Gary
Johnson, Bridget Miller, Mitch Norman, John Bucholz and Mike
Cornelison present. Others in attendance were Superintendent Larry
Jaske, Business Manager Kevin Merscheim and Principal Kevin
Mutchelknaus. Visitors were Mary Askren, Arlene Krueger, Shirley
Swanson, Diana Melvin, Kaye Scheibe, Guy Hunter, Charlene Arneson
and many honored students and their families.

at 5:30 P.M.

Athletic Director Guy Hunter explained the
proposal from the South Dakota High School Activities Association
requiring a minimum number of credit hours for students to
participate in sponsored activities. Block scheduling, loss of
local control and the focus on risk students were reported as
deficiencies to this proposal.
Cornelison moved, seconded by Bucholz, to reject
the proposal as presented and to leave the credit hour
requirements currently being used. All voted aye.
Athletic Director Guy Hunter reported the
Community Bowl will be September 10 with a starting time of 5 P.M.
Various committees have been formed to prepare the schedule of
events around the two football games that night. The naming of
this activity is being solicited from students and the public.
Diana Melvin & Kaye Scheibe representing the
Even Start Program reported the annual status of the program.
Pierre, Stanley County and Harold schools were again asked to
continue the collaboration agreement for the program for another
school year.
Cornelison moved, seconded by Norman, to continue
the collaboration agreement with the Even Start Program for the
2004-2005 school year. All voted aye.
Superintendent Larry Jaske presented the first
reading of the proposed changes to the Board Policy Handbook for
the 2004-2005 school year. Changes included updating the cover
page and listing of Board member names, delete the term pep club,
change the job description for the Administrative Assistant,
increase the bus drivers lay over time payments, define the
payment of substitute teachers’ payments, add the title of
Impact Aid fund, adjust the payment of Gymnastics Tournaments
workers, increase the admission prices for school events, include
a Retire/Rehire Policy and adjust the number of cheerleaders for
athletic events.
Miller moved, seconded by Norman, to approve the
first reading of the proposed amendments to the School Board
Policy Handbook. All voted aye.
Bucholz moved, seconded by Miller, to approve the
membership resolution with the South Dakota High School Activities
Association for 2004-2005 school year. All voted aye.
Norman moved, seconded by Bucholz, to approve the
withdrawal of the open enrollment application for student
#57001199807307. All voted aye.
Principal Kevin Mutchelknaus reported an
eighty-eight (88%) percent parent participation rate at the March
22 and 23 parent teacher conferences at the middle and high
school. The National Honor Society banquet was March 30, and six
students were selected this year. The school year 2004-2005 class
schedule has been prepared and registration for classes will begin
on April 19. The Freshman and Sophomore classes attended the Think
and Drive presentation at the Riggs Theater in Pierre, which was
sponsored by the Dakota Radio Group. Curt Mortenson and Arlette
Hall presented an informative session for students during the week
of the Stanley County Prom. The staff is reviewing the student
handbook policies and will present their recommendations at a
later date. Summer school will be from May 24 through June 18,
2004. The Spring Play will be April 13 and 16 in the High School
Auditorium.
Superintendent Larry Jaske presented a report from
Principal Merry Bleeker that the attendance rate at the parent
teacher conferences was ninety-nine (99%) percent this spring. The
Board commended this percentage rate and approved of the parents
participation in this process. A student teacher from Northern
State University will be doing her student teaching in Linda
Clair-Drewes classroom during the fall of 2004. Gary Skoglund of
the Department of Education was the presenter at the April staff
in-service. The Dakota STEP and the revised Reading Standards were
the topic of discussion. Vern Halter of Iditarod fame will be
presenting a program to kindergarten through fifth grades and
rural students on April 21. The Kindergarten Round-Up is scheduled
for May 3 and 6, 2004.
Business Manager Kevin Merscheim presented the
publication for notice of the school board election on June 1,
2004. An information sheet from the Secretary of State’s Office
was reviewed for election procedure changes. The major change this
year will be the requirement of photo identification when voting
on election date or to acquire an absentee ballot.

Kevin Merscheim presented the first reading of the proposed
repairs, equipment and uniform lists for the 2004-2005 school
year. The proposed three year capital outlay projects list was
reviewed and was compared to proposed purchases and repairs as
presented.
Superintendent Larry Jaske presented the updated
informational brochure about the Stanley County Schools. The
brochure included the changes to the Industrial Arts and FCCLA
technology programs. Laura Snow and Geoffrey Reed have been
approved to receive an advance placement grant, which will provide
training to teach advanced classes for students. The Three Rivers
Co-op will be used for staff training to meet the No Child Left
Behind requirements. The problem with false fire alarms in the
high school was discussed in detail. The annual tornado drill is
scheduled for April 28. Six staff members will be attending the
annual Technology In Education conference this year. The Parkview
building has been leased on May 5 for meetings in connection with
a fishing tournament.

Executive Session according to SDCL 1-25-2 for personnel reasons
at 7:52 P.M. All voted aye.

Shavonne Mitchell the football and wrestling cheerleader contract
for the 2004-2005 school year. All voted aye.
Bucholz moved, seconded by Norman, to offer
contracts and letters of intent to classified staff as recommended
by Superintendent Larry Jaske. All voted aye.
